
DUBUQUE, IA – In the early hours of February 9, 2025, Dubuque authorities arrested two young individuals for a series of misdemeanor offenses at an establishment at 1447 Central Avenue.
Tyler Joseph Kummer, an 18-year-old male, was taken into custody at 12:00 AM. According to arresting officer E. E. Hingtgen, Kummer faces charges of Public Intoxication and Underage Persons Prohibited from Places Where Liquor is Sold. The arrest report is logged under AR 2025000903.
Just eleven minutes later, another arrest was made at the same location. Laila Makay Moellering, a 19-year-old female, was apprehended by Officer C. McClain. Moellering has been charged with multiple misdemeanors, including Drug Possession of a Controlled Substance, Permitting Underage Consumption on Property (First Offense), Public Intoxication, and Underage Persons Prohibited from Places Where Liquor is Sold.
