On January 29, 2025, at approximately 10:54 a.m., Dubuque Police received a threat of violence toward Unity Point Finley Hospital, located at 350 N. Grandview. The caller, identified as 49-year-old Justin Auman Keene of Dubuque, communicated his intention to visit Finley and threatened to commit a violent act.

Dubuque Police Criminal Investigations and Patrol officers promptly located Keene at his residence in Dubuque and apprehended him without incident. Keene has been charged with Threats of Terrorism, a Class D Felony.
