Dubuque Police arrested Patrick Henry 21, today near West 8th Street and Hill Street, Police Charged Henry with OWI and not registering as a sex offender.
In 2019 Iowa District Court Judge Andrea Dyer of Dubuque County sentenced Henry for lascivious acts causing pain to a female under 13 to a deferred judgment of 5 years, 5 years probation, and 750 dollars civil fine that was suspended.
